A new joiner gets one push that covers everything they owe, then a weekly reminder until it is signed. Never one per policy, so the crew do not learn to ignore them.

Who has to sign?
Everyone on board, a single department, or a single role. You set it when you publish, and it is frozen against that version.
What does the crew member see?
The document itself on their own phone. The sign step opens once they reach the last page, and the signature is locked to that exact version.
What happens when a policy changes?
Upload the new file and re-issue it. The new version becomes the controlled copy and starts with no signatures, so everyone in scope signs again.
